Freeley has secured a place on a £4.29bn national framework for civil engineering, infrastructure and enabling works.

Launched by leading digital procurement specialist Pagabo, the framework will run for four years and can be used by public sector organisations spanning central and local government, the NHS, emergency services, housing and education.

Following a tender evaluation weighted 60% on quality, Freeley has been appointed as a core supplier to Enabling Works Lot 11 – Demolition, covering projects below and above £1m across six regions: the North West, North East, Yorkshire and the Humber, East Midlands, West Midlands and Wales. Potential services include soft strip, structural demolition, asbestos removal, decontamination, decommissioning, site clearance and protection of adjacent assets and services.

Demonstrating its technical capability, track record and commitment to supporting local communities, Freeley achieved maximum marks for social value, training, and project delivery, and finished in the top four in every region and value band it bid for.

Director, Michael Freeley, said: “This significant framework will make it easier for public sector organisations to access high-quality suppliers that have proven their expertise, experience and added value. We’re looking forward to the opportunity to build on our existing public sector relationships, bringing our experience in complex demolition to projects across the North, Midlands and Wales.”

The framework is Pagabo’s largest infrastructure offering to date, combining its Civils and Infrastructure, and Demolition and Land Preparation frameworks.

David Llewellyn, Construction and Infrastructure Director at Pagabo, commented: “The launch of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 marks an important step in providing public sector organisations with access to a broad range of specialist expertise and delivery capability. The suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK. Through the procurement support that Pagabo provides, and the ambition proven by the appointed suppliers, the infrastructure sector is in safe hands.”
